FBI Asks Joe Doe’s Help in Ferry Dry Runs

Do you know these men? The FBI is seeking help from the public in trying to figure out who they are. The pair were recently spotted, and photographed, by John Doe ferry passengers and Good Samaritan ferry employees in Washington State. The men were seen scoping out more than one ferry boat on more than one occasion. In an unusual move — the men haven't broken any laws — the FBI has released this photograph and a bulletin asking for the public's help in finding them.
King 5 News in Seattle is running the photograph with a caption that reads: "The FBI says the two men have been seen on several different runs in recent weeks."
"They had more than the average interest in the working parts of the ferry, the layout of the ferry, the size of it — more than you would see in normal passenger," said FBI spokesperson Robbie Burroughs.
The FBI says the men were seen on more then one ferry and more than one run over the past several weeks. They were also taking photos of parts of the boat, which the agents won't reveal, but that apparently aroused the suspicions of passengers and crew alike.
The FBI asks anyone who knows these men or their whereabouts to call (206) 622-0460. Dry runs, test runs and probes are a hallmark of terrorist attacks. The 9/11 Commission report cites 33 test flights performed by the 9/11 hijackers.
